As the members of the KSIU went about their usual, if it can be called that, business, there arrived a package, addressed to its members. After a thorough scanning of the package for explosives and/or toxins, it was judged safe to open. Inside, there lay a video cassette. Marked only with the words 'For KSIU' upon it, it was rather unassuming. However, when they finally decided to play the video, it seemed to be at the very least an appropriate greeting...

Hello, this is E speaking. You may not be familiar with me, but I assure you, you will be in time. Allow me to explain the situation. Upon hearing of your conflict with Kira, I decided I would make myself available for use against the threat. However, after learning that the renowned L would be working with you, I decided to take a step back, and watch how this plays out.
Let me answer a few questions. First of all, I am American, so know that I have nothing to do with the uprising of Kira. Second, I am extremely familiar with the ins and outs of the work of a detective, and have been following L’s cases for quite a long time. You could say L is my idol, or you could say he is my target. Either would be correct, in a way.
Finally, know that if you require assistance from me for any reason, you need only send a response to the higher-ups of my government, either the CIA or the FBI. They will be familiar with me, and I shall receive the message as requested. However, I do not have the man power required for my own investigation. Thus, I’d prefer to only be asked for advice, or if you require an audience, which hardly seems prudent at this point.
L, know this. While I may respect you, even admire you, I refuse to leave the United States this early in the game. The prestige you earn in this business also comes with a cost, which is the curse of notoriety. Now that we know Kira needs a face and a name, I’ll have to be even more cautious. Preserving my life is of the utmost importance.
Why?
Because, I’m the fail safe. L…don’t die in vain. Don’t risk your life needlessly. The world needs heroes, but not all heroes are known to the public. Sometimes, a faceless, nameless hero is the most effective. As much as we’d like to bathe in our publicity, it would be pure folly. Eventually, Kira will be caught. He will either be tried, and found guilty, or he will die before his trial. I can assure you of that. If you find Kira, I will make sure we light the flame of justice for all to see. And if you don’t, well, I guess that’s my opening.
